The book is by Ibn Raashid Al-Bakri Al-Qafsi, a sheikh that lived in 600s hijra. He studied in Egypt under big scholars, such as the famous Taqi-ud-Deen ibn Daqeeq Al-'Eid, from this he seems to be Ash'ari scholar.
